Dear Millburn Residents,
Two years ago, you gave Ben Stoller and me an overwhelming mandate. 67% of you voted for us and in doing so, you voted for change, for responsible leadership, and for a township government that puts residents first. Ben and I have delivered on that promise.
Within four months of taking office, we introduced and passed the Resident Protection Ordinance to hold criminals accountable when Trenton refused. We put forward the idea of a comprehensive police staffing study and then got it commissioned by the full Township Committee. Ben and I personally took steps to instill a culture of accountability with the Police Chief and Business Administrator. We made it clear that we expected results from municipal leadership – and that a failure to deliver would have consequences.
The result? A 60% reduction in car thefts and 40% drop in home burglaries: achievements that happened because Ben and I took action while others were simply along for the ride. With car thefts, burglaries and home invasions at an all-time high in 2023, we ran on a platform of prioritizing safety and security, and we are proud to have delivered on that promise.
But our work is far from complete, and that's why I enthusiastically endorse Kris Heinrichs and Jamie Serruto for Township Committee.
With Jamie, we gain a highly skilled, proven leader who has a long record of elected service. When he won his Board of Education seat at age 18, he became the youngest elected official in New Jersey history and proved himself by serving three distinguished years during the COVID-19 pandemic, one of the most challenging periods in education history. As current President of the Fourth of July Committee, an Eagle Scout, and a strategic public affairs consultant who grew up here with over 20 of his family members graduating from Millburn schools, Jamie doesn't just show up for photo ops; he shows up early, stays late and gets the job done.
Kris brings the professional expertise our township desperately needs. He has 20 years of experience as a senior financial executive, including CFO and SVP roles where he's managed multi-million dollar budgets and led companies through critical situations. As current Board of Education President, unanimously elected by his colleagues, he's guided our schools through tremendous change while pushing for unprecedented transparency by releasing Millburn High School grade point average data by year, subject and class for the first time. A US Army veteran, CPA and father of three daughters (one an MHS alumna and two still in our schools), Kris has both the skills and the stake in Millburn's future we need.
Together with your support, Jamie and Kris will join Ben and me to form a Township Committee of high-achieving professionals ready to accelerate the progress Ben and I started.
Let me be crystal clear about what Ben and I inherited and what we've accomplished. When we took office in January 2024, the Township Committee had been under single-party Democratic control since January 2019. The prior TC left us with an overdevelopment disaster thanks to them signing the worst Third Round Fair Share Housing agreement in the entire state. That agreement foisted 735 units of reckless overdevelopment on our town. To make matters worse, it gave our town dump away to a for-profit developer for $1 while also handing them a proverbial blank check to build 100% income-segregated housing on contaminated land. This is projected to create a potential $50–60 million-dollar taxpayer liability.
Ben and I created the Citizens Affordable Housing Committee and, as chair of that committee, I led a completely transparent Fourth Round Fair Share Housing process with genuine community input, public information sessions and timely filings that put us in the strongest position possible. Our Fourth Round Fair Share Housing plan minimizes overdevelopment, places a strong emphasis on senior housing and pushes new buildings to the outskirts of town to minimize disruption and traffic. No developers have challenged our Fourth Round plan because we did it correctly. We joined a lawsuit with 36 other municipalities to fight to overturn the state's unfair housing laws, and Ben and I stepped up and were individually named in the federal version of the suit. The 'Dump' housing project has come to a standstill with efforts we initiated.
Ben and I have worked to strengthen democratic participation in our township. In January 2023, before we were even elected, the prior TC abruptly removed Zoom participation. We and our supporters spoke out, and it was reversed at the next meeting. Upon taking office, Ben and I worked with Tara to add a second round of public comment at meetings. We respond to residents' questions immediately. We put qualified engineers and scientists on the Flood Mitigation Advisory Committee. Those engineers Ben and I appointed have developed a viable, long-term plan to permanently solve Millburn's flooding issues.
Kris and Jamie will be exceptional partners in continuing this transformation. They share our commitment to fighting the 'Dump' housing project and protecting our community from overdevelopment.
Pedestrian safety remains a priority that demands immediate action. Jamie and Kris have called for a town-wide traffic study and already identified specific dangerous intersections that need particular focus: Glen Avenue near the library, areas around our schools and train stations, Old Short Hills Road. With them elected by our voters, we'll have the mandate to act decisively: residents' safety first, developers' convenience last.
What truly sets Jamie and Kris apart is their independence. Their lawn signs say "Vote for Millburn" — and some ask why they don't highlight their party. Here's why: when your party affiliation is your main message, you're signaling who you answer to. Jamie and Kris answer to you, not to political machines in Trenton or the developer PACs that fund Essex County's establishment candidates.
Jamie and Kris also champion the Charter Study Commission referendum that Ben and I successfully spearheaded and passed. It’s now on November's ballot and is a crucial first step toward our goal of moving the town to non-partisan local elections. Our current form of government needs reform to provide more checks, more resident input, and less distraction from partisan agendas.

As a longtime Millburn resident, former Board of Education member and former candidate for Township Committee, I've had the privilege of seeing our town from many different perspectives: as a parent, a volunteer and a public servant. I love this community deeply. Like so many of you, I chose Millburn for its schools, community and people. And like you, I care about the direction we're heading. That's why this year, I'm proudly supporting Kris Heinrichs and Jamie Serruto for Millburn Township Committee.
I had the opportunity to serve with Jamie on the Millburn Board of Education, and I can say without hesitation that he is one of the most capable, principled leaders I've ever worked with. Jamie approaches every issue — no matter how small or complicated — with a rare combination of intelligence, humility and fairness. He does his homework. He listens carefully. And when it's time to make a decision, he does what's right, not what's politically expedient.
I've seen Jamie handle tense situations and passionate debates with grace and professionalism. He never loses sight of what matters most: the students, families and taxpayers of Millburn. Both Kris and Jamie believe in open, transparent government. They're not beholden to political insiders or outside influences. Their loyalty is to township residents and property owners — the people who live and work here, send our kids to school here and pay taxes here. They're running because they care about preserving what makes Millburn special while making sure it continues to thrive for the next generation.
I know from experience that public service can be challenging. It's not about headlines or photo ops. It's about long meetings, tough decisions and the constant balancing act between competing priorities. It takes patience, integrity and a genuine desire to serve others. I've seen both Jamie and Kris demonstrate all of that. They show up, roll up their sleeves and get things done the right way.
Recently, I read about Oscar James II, a former Newark City Councilman and lifelong Democrat, who announced he was crossing party lines to support a candidate from the other party. What struck me most wasn't the politics — it was his reason. He said he wanted leaders who relate to everyday people, who show up, listen and lead with authenticity. That really resonated with me. Because at the end of the day, that's what good leadership looks like at every level.
And that's exactly what I see in Kris Heinrichs and Jamie Serruto. They show up. They listen. They lead with authenticity and integrity. They put Millburn first, always. I believe our town deserves leaders who see every resident, hear every voice and take responsibility for the trust we place in them. Leaders who bring people together, even when we disagree. Dear Millburn Neighbors,
We are Geof and Karen Ferrer, longtime residents of the South Mountain neighborhood of Millburn. We’ve raised our two sons here, one a proud graduate of Millburn High School and the other a graduate of Seton Hall Prep. Like so many families in town, we’ve built our lives around this community — its outstanding schools, beautiful neighborhoods and the close-knit spirit that makes Millburn such a special place to live. Today, our sons are thriving in their careers, and we’re grateful every day for the foundation this town gave them.
That’s why we care deeply about protecting what makes Millburn so exceptional — and why we’re supporting Kris Heinrichs and Jamie Serruto for Township Committee this year.
We’ve watched with growing concern as decisions enabled by the Democratic majority have allowed massive new developments — including the 150-unit project at the top of our South Mountain neighborhood — to move forward with little regard for the real impact on residents. This kind of overdevelopment threatens to bring traffic congestion, school overcrowding, parking strain and the loss of the quiet, tree-lined character that defines our area. Our neighborhood, in particular, will bear the brunt of this, and it’s frustrating to see local voices ignored.
Kris and Jamie have been the only leaders willing to stand up and ask the hard questions about these projects — to insist that Millburn plan smartly, not recklessly. They’ve shown the courage to challenge politically driven decisions and the integrity to put residents first, every single time.
We’ve come to know both of them as honest, capable and deeply ethical leaders. Jamie’s experience on the Board of Education showed his commitment to transparency and accountability — he understands how to balance strong schools with responsible budgeting. Kris brings real-world business experience and the steady, thoughtful temperament we need in town leadership. Dear Members of the Millburn Community,
I developed a program aimed at addressing sexual violence through methods proven effective by scientific research. This initiative, known as The Men’s Program, specifically focused on engaging men on college campuses and in the military by treating them as partners in the fight to end sexual assault, rather than potential perpetrators as many other programs at the time did.
As the program matured, I founded the nonprofit organization One in Four to expand and manage its reach. The name was inspired by a then-prevalent statistic: one in four college women would experience rape or attempted rape since turning 14. At its height, the organization toured campuses across the United States, reached thousands of students annually and established chapters at dozens of colleges.
When the organization began to gain significant momentum, I sought to strengthen its foundation by forming a professional Board of Directors. One of the first individuals I reached out to was Kris, whom I had known since our college days in the early 1990s. At that time, I served as an Area Coordinator for Residence Life, and Kris was a Head Resident. Even then, Kris stood out for his intelligence, character, drive, optimism and willingness to contribute.
Kris made an immediate impact upon joining the organization and continued to do so over many years, including his service as President of the Board. With his expertise in finance, he significantly enhanced our financial reporting, budgeting and forecasting capabilities. He also played an integral role in organizational management and was instrumental in strategic planning for the future of the nonprofit. Kris led the process of hiring an Executive Director and provided guidance and supervision for several years thereafter.
During challenging periods, Kris consistently demonstrated integrity, resilience and strong leadership, helping steer the organization through difficulties with steadiness and vision. Any organization would be fortunate to benefit from Kris’s expertise, character, and commitment. I endorse him with unbridled enthusiasm!

Dr. Foubert has published several dozen articles in some of the most respected peer-reviewed journals in Education, Psychology and Gender Studies on issues such as sexual assault prevention, pornography use, bystander intervention, fraternities and religiosity. I have volunteered at Deerfield and Christ Church Nursery Schools on the PTA and PTO, have been a scout leader, served on the Board of Friends of Millburn Library, was a Little League assistant coach and served on the Board of Newcomer’s. I have also been a real estate professional at Weichert and Keller Williams.
For many years, I had the privilege of serving as the assistant to the principal at Hartshorn Elementary School. During that time, I came to know so many Millburn families, teachers and staff members, and I saw every day how much people in this community care about one another. Our schools were not just places of learning, but places where friendships grew, where families connected, and where the values of kindness, hard work, and community spirit were passed down to the next generation.
Millburn has always been a town where families move because they want the very best environment to raise their children. I’ve watched parents sacrifice and give their time to support our schools and our neighborhoods. That spirit of involvement and pride is what makes this community so strong, and it’s something I treasure deeply. Because of that, I don’t take lightly the decision of who should serve us on the Township Committee. The people we choose to lead will help shape the direction of Millburn—not just for the next few years, but for the future our children and grandchildren will inherit. It is about listening with respect, treating people fairly, and always remembering that service is about others, not about yourself. Those are exactly the qualities I see in Jamie Serruto and Kris Heinrichs.

Why this election matters for Millburn's future
I moved to the Upper Wyoming section of Millburn in 2021 from neighboring South Orange-Maplewood (SOMA), to escape the deteriorating school district and quality of life there. And I love it here. Unfortunately, I have grown concerned that Millburn-Short Hills (MSH) could repeat some of the same mistakes as SOMA, hence this letter to my neighbors.
What I Learned from SOMA
Like MSH, SOMA has had a great history, but it has been grossly mismanaged. Anyone who drives around the downtown area of South Orange can see the town has been overdeveloped. There are apartment complexes everywhere, empty storefronts, and traffic is horrible.
Each time an apartment building was approved, the mayor made promises that the development would revitalize the downtown, bringing visitors from neighboring towns, causing new restaurants to sprout up and increasing tax revenue. Behind the scenes, land was sold at below market rates and generous long-term tax breaks were given to the developers (e.g. 15 years of no property tax).
The result has been a disaster. Despite jacking up property taxes, the school district has become overburdened. Last year, the SOMA school district cut 28 positions (mostly teachers and counselors) due to budgetary issues. A decade ago, people were drawn to SOMA for its school district, but it's since gone downhill in the rankings. More and more people are leaving SOMA, like I did in 2021, and property values have underperformed.
We are vulnerable to the same downward spiral here in MSH, and mistakes have already been made. We need to stop this situation now, before it gets any worse.
The Rise of Vote For Millburn (VFM)
Vote for Millburn (VFM) started two years ago as a nonpartisan, common sense response to overdevelopment concerns and a desire for better management. Running against the establishment, VFM's Frank Saccomandi and Ben Stoller got elected with almost 2/3 of the vote in 2023, because the vast majority of residents want development to be reasonable and responsible.
Frank and Ben have done a great job. Among other things, they worked with the Business Administrator and Chief of Police to increase neighborhood patrols, resulting in crime rates falling dramatically during their first year in office – a 60% reduction in vehicle thefts and 40% decrease in home burglaries.
Frank and Ben have also championed transparency and resident involvement in major decisions. They created the Citizens Affordable Housing Advisory Committee and ensured residents had input on the Fourth Round Housing Element, successfully managing our obligations while keeping densities reasonable. They listened to residents who were sick of the overdevelopment downtown — as a result, most of the Fourth Round development has been proposed for locations near the Mall at Short Hills. Further respecting the wishes of residents, Frank and Ben successfully added the Charter Study Referendum to this November’s ballot, overcoming the incumbents' attempt to table the introduction of the ordinance.
Unfortunately, VFM is still outnumbered and needs reinforcements to continue this progress.
Two Amazing Candidates
Fortunately, VFM has two exceptional candidates: Jamie Serruto and Kris Heinrichs.
Jamie is passionate and energetic. He has served on the MSH Board of Education. His family has been in Short Hills for generations. He's the current president of the Fourth of July Committee and volunteers at every major town event. He was the youngest elected official in New Jersey when first elected to the Board of Education, where he served for three years.
Kris is a seasoned CFO with a proven track record who is currently giving back to MSH by serving as President of the Millburn Board of Education. He brings over 20 years of experience managing global technology companies, plus military service as a U.S. Army officer. He was unanimously elected by his Board of Education colleagues to serve as President.
Along with Frank Saccomandi (a highly successful Chief Technology Architect) and Ben Stoller (a well-respected investor and entrepreneur), VFM's candidates are high-caliber individuals who are invested in the long-term future of MSH, have no other motivation than to serve our best interests, and have the requisite skills to make the $100 million-plus worth of financial decisions our township faces.
Critical Election
Although VFM's candidates won by a landslide two years ago, this time they are running against incumbents. The incumbents have name recognition, and most people are busy with work and family and may not be aware of all the issues at stake.
This election will determine whether we continue on the path that VFM has championed: that of transparency and a resident-first approach to opposing reckless overdevelopment.
Nonpartisan Elections
One of the most important things VFM has championed is a pathway toward making local elections nonpartisan. Many other towns in NJ have started doing this, because people recognize that hot button national issues (e.g. abortion rights, LGBT rights) have absolutely nothing to do with local issues (e.g. traffic, development), and in these polarized times can give one side an advantage based on factors irrelevant to local governance.
I have gotten to know all four VFM candidates, and they are all socially liberal (e.g. pro-choice, pro-LGBT), but unfortunately, due to the existing structure of the government, they have to run on the opposing party line in order to mount a feasible challenge that wouldn’t be relegated to Ballot Siberia. This is exactly why we must move toward nonpartisan elections. It should just be about good governance and letting the best candidates win—not about political gamesmanship.
Transparency Matters
Everyone should do their own research. Vote For Millburn has a detailed website that lays out all their positions on the issues (https://voteformillburn.com/).
I wanted to share my perspective, in case it helps motivate people to understand each of the candidates better before voting in this election. Our schools and roads are already at capacity, and our property taxes are already among the highest in the state.
We don't want to become like SOMA in 10 years, hiking taxes while cutting teachers.

The Pittenger family's 150 years in Millburn taught us what's worth fighting for--and who can protect it
The Pittenger family has resided in Millburn for over 150 years. I personally have lived in this fine town for over 74 years. My four children have all attended Millburn schools and have gone on to make good use of the great education. I care deeply about the future of this town.
We are seeing a very concerning trend in the town with the vast amount of overdevelopment. The 150 apartments going up on the former Annie Sez site will change my part of town forever. It has already had an impact on the safety of our residents with increased traffic and decreased safety on the roads and sidewalks. The developer has received all the benefits, and we are receiving all the detriments in our neighborhood.
The high density of this project did not have to be approved, but it was. There was no concern about what we felt — how our neighborhood would be impacted. It was just done, without our say or feedback. This project was brought into our town by the 2021 Fair Share Housing agreement signed by our former elected officials. This very poorly negotiated agreement is now causing our families to bear the brunt of crowded schools, unsafe roads and far less pedestrian safety.
I am thankful for the Vote for Millburn committee members, Frank Saccomandi and Ben Stoller, who have made a distinct impact on pushing back hard on the developers and the state who want to destroy our suburban town. They came in after this Annie Sez mess was created, but their initiatives have stopped the “Dump” housing project. Frank and Ben are working hard to ensure that affordable housing obligations for the next 10 years are dealt with in a much more responsible manner.
We need more qualified people to serve this community on our Township Committee like them.
I have known the Serruto family for many decades. They are a family who also care deeply about the future of our town and over the years have made many efforts to improve the character and quality of our town.

I am honored to write this testimonial in support of Jamie Serruto, a person I have known since he was a young man, close friends with my son. Over the years, I have witnessed Jamie’s growth, dedication and unfaltering commitment to public service, and I believe he would be an outstanding member of the Millburn Township Committee.
From his teenage years, Jamie showed an exceptional work ethic. He threw himself into volunteering, local events, and community service — even before he could vote, he already understood the importance of giving back. While still in high school, Jamie worked with the Millburn Short Hills Chamber of Commerce organizing events, advocacy, promotion of local business and youth programming. His early roles – scorekeeper for township recreation, volunteer with downtown development, site manager — all added up not just to experience, but to an early pattern: when there is work to be done, Jamie shows up and follows through.
When he turned 18, Jamie ran for and won a seat on the Millburn Township Board of Education — becoming one of the youngest elected officials in New Jersey. Even in that role, he was thoughtful, collaborative, and deeply concerned with practical results.
Jamie brings a long-standing commitment to public service and a deep-rooted dedication to the future of our community. Through various engagements, I have had the personal opportunity of working with him and seeing his outstanding strategic, organizational and outreach skills at work.

This is why I gladly endorse Kris Heinrichs and Jamie Serruto for the Millburn Township Committee. If elected, they will work closely with our excellent committee members Frank Saccomandi and Ben Stoller to ensure that state-mandated overdevelopment is kept in check. They will work their hearts out to mitigate the overcrowding that threatens to ruin the smooth functioning and beauty of our town.

My family are five-year residents of the South Mountain section. We love Millburn and the South Mountain School.
But I am disappointed by how slowly the Township Committee has responded to the impacts of overdevelopment and flood mitigation. Flooding and overdevelopment threaten our South Mountain community. The reckless overdevelopment was brought into our town by the 2021 Fair Share Housing agreement signed by our former elected officials. This very poorly negotiated agreement is now causing so much development that it strains our schools, roads, and safety.
I got involved to change this trajectory for my family and neighbors. In 2023, I joined the Vote for Millburn team when Frank Saccomandi and Ben Stoller ran, and they led the kind of change we all voted for. Their initiatives have stopped the "Dump" project, got a sensible Round 4 deal with the state for affordable housing for the next 10 years, significantly lowered crime and improved our Downtown businesses.
We need to accelerate those changes and adapt our town to the rapid overdevelopment impacts facing us. We need even more responsible, experienced, skilled leaders.
Jamie’s deep volunteerism and Kris’s leadership as a CFO/CPA and Board of Education president will strengthen Frank and Ben’s work — controlling development, addressing flooding and protecting our children’s exceptional schools.

Jamie Serruto and Kris Heinrichs are ideal candidates to fight for the residents of Millburn. They are deeply committed to the values of community service that are woven into the fabric of their lives. Millburn means something to them – where we raise our families and dream of a better future. But at this fork in the road, we face a critical moment. Millburn has been overrun with unchecked development driven by powerful political connections at the state level, and it's tearing apart the very character of our community.
Two years ago, Frank Saccomandi and Ben Stoller won in a stunning landslide victory to take on these challenges. With Jamie and Kris by their side, together they will form a majority of the Town Committee, a team that will finish the job for Millburn’s future.
I’ve known Jamie from as far back as a childhood friend of my oldest son, and watched him develop into a tireless community servant. As the youngest member of the Board of Education, he served throughout the Covid-19 pandemic. This Eagle Scout serves on numerous volunteer teams and remains actively involved with the Scouts. Millburn’s issues are close to Jamie’s heart, and his ability to speak to the challenges we face while offering pragmatic solutions is unmatched.
Kris is the current President of the Board of Education. He understands the responsibilities of service, as he committed himself to the US Army as a young college student through ROTC. He has over 15 years of community service. His roots are firmly planted in Millburn, where he lives with his wife and raises three daughters, and there is no one more determined to keep Millburn a thriving community for all of our families. Kris will certainly bring perseverance to the Town Committee that perhaps only a former soldier can muster.
A few years ago, the former Democrats on the committee made the disastrous decision to approve the development of the toxic DPW site. This 100% income-segregated development was approved in a closed-door meeting, denying public comment. They agreed to sell this site for $0, pay the developer $4 mil to start it, and pay no taxes. Sadly, the Democratic leadership is only now taking a stand against this development. Jamie and Kris have been unwavering in their commitment to fighting this misguided project.
Jamie and Kris will take on public safety issues, building upon the initiatives led by Frank and Ben.

Dear Millburn Community,
I am writing to publicly endorse two candidates for this upcoming election. I don't write this as a Republican or a Democrat but as a prior Student Representative to the Board of Education and graduate of Millburn High School (MHS). I endorse Kris Heinrichs and Jamie Serruto for the Township Committee.
Kris Heinrichs:
During my time on the BOE I had the opportunity to see a clear telling of Mr. Heinrichs’ true character. There are three strong characteristics that resonate with me that I would like to share with everyone: Mr. Heinrichs’ courage, dedication and trustworthiness.
Courage:
Mr. Heinrichs showed courage by being the sole voice of opposition at times and staying true to what he thought was right. An example of this is when there was a proposal to hire new legal counsel without advance notice to the administration, the public, other BOE members or anyone's input. “I fear what comes to Millburn in this upcoming year. I am willing to work with you, but you have to work with us,” said Kris Heinrichs.
Dedication:
As many of you know, over the last year, our district lost much of its highly talented administration. During this change, Mr. Heinrichs remained dedicated to his role as BOE President and took time out of his day to meet with students, including myself, to hear our perspectives on what qualities we value in an educational leader.
Trustworthiness:
A strong handshake comes from someone who is confident and trustworthy. A weak handshake shows that he or she may be uncomfortable or even hiding something from you. If you are a recent graduate of Millburn High School, remember the quality of the handshake you received from Mr. Heinrichs and any handshakes you may have received that day afterward. I believe the one I received from Mr. Heinrichs was that of a man worthy of being a leader.
Jamie Serruto:
A leader leads during his term. A true leader cares about his community for life. When I was elected as Student Representative, I reached out to Jamie Serruto as I had heard he was a previous leader at MHS during his career as a student. Despite no longer being on the BOE, he still was willing to take the time and give me advice on how I could best bring positive change to the district.
One valuable piece of advice he gave me was not to focus on small things like a student having a broken locker, but to focus on bigger issues that affect the student body as a whole and to always listen to their input. I have made sure to follow his advice thoroughly and have been successful in bringing enhancements like Junior Privilege to our student body. Over the year, Mr. Serruto has checked in with me monthly to hear about progress and offer any help he could.
Now Mr. Serruto and Mr. Heinrichs want to bring positive change not just to our school district but to our town as a whole. If you want the job to get done, vote for Serruto and Heinrichs.
