Remember when car thefts and home invasions were a crisis in Millburn?

Those days are over — and it was no accident. Here's how Frank Saccomandi and Ben Stoller turned it around.

We've made so much progress that almost no one is talking about crime anymore.

Then Frank & Ben took office in January 2024.
And both car thefts and home invasions dropped precipitously.

A real case

Overnight, three actors tried to break into cars. When they found the cars locked, they climbed through an open window at the rear of a home, took the keys, and drove off in two vehicles. Later identified as , 18, of Irvington; , 18, of Newark; and a juvenile, 15, of Irvington.

So how did Frank and Ben do it?

Three ways — a new law, backing the police, and officers on the ground.
1 · The law
Ordinance 2665-24 — "Resident Protection"
Millburn Township Code · adopted April 2024

Prohibits trespass for the purpose of committing a crime — motor-vehicle theft, breaking and entering, burglary, and home invasion.

Now illegal on private property — at your car or your home:

Feb 20, 2024Proposed by Committeeman Saccomandi — modeled on Summit's ordinance.
Mar 19, 2024Introduced and moved by Committeeman Stoller.
Apr 16, 2024Adopted unanimously — Millburn Township Code § 3-4.

A law built to deter, not just punish.

While the state kept releasing offenders, Frank and Ben made Millburn a hard target: police can now act the moment someone tries a door handle or peers through a window — before a car or home is ever taken. Criminals got the message, and moved on to easier towns.

2 · Backing the police Millburn Police Department Staffing Analysis
They backed the department — and held it to results.
Frank and Ben commissioned an independent study to right-size the force, gave officers the staffing and tools to do the job, and instilled a culture of accountability — measured against clear public-safety targets, year after year.
